The Collapse of the 28-Point Peace Initiative for Ukraine: How Peace Negotiations Continue to Falter

Europe felt a moment of respite on Monday, as the crisis triggered by the announcement of a new 28-article proposal for ending the war appeared – momentarily – to have been stabilised. A Washington representative spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its response: another massive barrage of rocket attacks on Kyiv.

The Cycle of Diplomacy and Destruction

The succession of conflicting incidents captured the bleak nature of the current period. By day, political struggles are conducted: hopeful statements are released from various governments. Considerable effort is expended on managing certain initiatives. By night, Russian leadership brutally reminds the world that, for them, war remains the primary tool for achieving "peace".

Nighttime Reality

As military strikes unfolded into the early hours of Tuesday, the current condition of Ukraine's exposure was laid bare. Ukraine is equipped to monitor missile launches from across the border, a ability afforded by current data. From observation points, defense planes that had been dispatched to engage hostile cruise missiles flew past – sophisticated military planes provided to Ukraine by NATO members.

Shortly after, Kyiv's air-defence systems thundered: several firings fired to intercept a hostile projectile. This was a sophisticated defense system at work, presumably supplied through Western nations. Every launch jolts you unexpectedly, rattling buildings. The moment of terror quickly transforms into sober acceptance: possibly the approaching threat won't cause damage this time, protecting urban areas from devastation and additional electricity failures.

Continuous Dangers

Following this, a heavy machine gun opened up on a drone close by, part of a defensive team – almost certainly allied-provided weaponry. Regrettably, the shots failed to hit the enemy aircraft – it continued its flight toward its target.

With pauses, this continued until dawn. Kyiv greeted the early updates: multiple fatalities, destruction and utility failures in numerous residences as a result of the nocturnal offensive. As customarily, everyone still maintained normal activities – living the war. But those full day illustrated Ukraine's essential dependence on Western support – a dependence that neighboring countries are demonstrably unable to fill in the immediate future.

Failed Diplomacy

The detailed framework from US administration generated strong feelings, debate and deep concern – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after previous diplomatic encounters and bilateral conferences.

Every new proposal from Washington unfolds according to the identical sequence: a political offensive against Ukraine, which Kyiv, with partner nations, effectively counters. They contain the crisis but never actually achieve victory. This trend will, undoubtedly, endure.

Political Considerations

It is convenient to criticize specific actors of repeatedly advocating Moscow's conditions. But that does not seem to be the whole story. American leadership works based on a premise well known to seasoned negotiators: you cannot achieve through diplomacy what you have been unable to protect through force. The American government presumes that it is impossible to force Russia to relinquish the land that it presently holds in Ukraine's occupied territories.

The issue is that while recognising this factual reality, US leadership does minimal to deter Moscow, through words or deeds, from believing that the status quo will not change more in its favour in the coming year.

Conflicting Perspectives

Therefore, the Kremlin is confident that time is on his side – that Ukraine and its supporters are nearing depletion. Their motivation to agree to terms that does not give them the greatest potential benefit is almost completely absent. There may be many attempts to end hostilities, but they will carry on as long as Russia's leader remains supremely confident in the conclusion.

On the contrary, Ukraine's government believes that Ukraine can still endure, gradually sacrificing lives and land but preventing a complete military breakdown until circumstances change in its favour.

Present Conditions

Objectively, there are no actual prerequisites for a ceasefire. Now, subjective factors are coming into play: political desires to negotiate peace and secure international recognition, and the government's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the flag against any initiative Kyiv finds unsuitable, so that their focus does not shift toward domestic problems. And although their objective will now be much harder after recent developments, it remains quite doubtful that this will change their overall approach.

These opposing factors are guiding negotiations.

Summary and Prospects

It took a only one week to eliminate the suggested clauses of the latest plan. Forceful and unpredictable management of the matter by Washington, pushback by Ukraine and the remaining European nations, along with calming attempts of diplomats, and finally, latest revelations, all served their function.

While new proposals based on previous concepts are approaching, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are founded on Moscow's terms and show certain reluctance to alter the situation, if they remain united and enhance their military capacity at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the coming months, largely rely on ongoing international assistance.
